It's produced by ValuSoft (a division of THQ), which has made a pretty penny producing knockoff games like Ride:Carnival Tycoon, F.R.O.G. ("Relive Your Favorite Action-Packed Classic!"), and 25000+ Business Cards.

A quick and selective look through the remainder of their game catalog tells a lot: 18 Wheels of Steel (and its 4 sequels), Crashday, Fetch (yes, play with a virtual dog), Hard Truck Tycoon, Hunt, Hunting Unlimited (and a few sequels), Midnight Outlaw, Sprint Cars: Road to Knoxville, Super Stunt Spectacular, and USA Bass Championship. I'm kind of bewildered as to how they got the Nickelodeon license.
